Unless otherwise provided, penalty for breach of Local Rules is:

Stroke Play – Two Strokes;  Match Play – Loss of Hole

1. Golf Balls: The ball the players use shall be named on the current "List of Conforming Balls" of the USGA.

2. Limitation on Balls Used During Round: none

3. Pace of Play: (Rule 6-7 Undue Delay; Slow Play). A player shall be subject to penalty if he/she unduly delays play. Notes under Rule 6-7 (optional conditions) shall be in effect. Pace of play guidelines are usually published and distributed at TRGA competitions.

4. Late to Tee: Rule 6-3. The committee may provide in the conditions of competition (Rule 33-1) that, if the player arrives at his/her starting point ready to play, within five minutes after his/her starting time, in the absence of circumstances which warrant waiving the penalty of disqualification as provide in Rule 33-7, the penalty for failure to start on time is loss of the first hole in match play or two strokes at the first hole in stoke play instead of disqualification.

5. Lifting an Embedded Ball: Relief may be taken through the green. (Appendix I)

6. Out of Bounds: Defined by the inside edge of white stakes and /or property fence posts at ground level. Note: A ball which crosses a public road defined as out of bounds and comes to rest beyond that road is out of bounds, even thought it may lie on another part of the course. The road to the left of hole #1 is out of bounds.

7. Ground Under Repair:

                           (1)    Areas defined by enclosed white lines.                    

(2) French drains – exposed trenches filled with rocks or stones.

(3) Active fire ant mounds (except in water hazard)

Relief is for lie of ball only for the following:

(a) sod seams – (take relief as if embedded ball) The ball may be lifted without penalty, cleaned and dropped as near as possible to the spot where it lay which avoids interference, but not nearer the hole, is not in a hazard or on a putting green.

(b) newly trenched areas

8. Turf Plugs on Putting Green: On the putting green, in addition to Rule 16-1 C, a player may repair turf plugs of any size.

9. Roads, Paths – White Lines: Asphalt and artificially surfaced roads and paths are obstructions. White lined areas tying into roads and paths have the same status as the roads or paths, and thus they are obstructions and not ground under repair.

10. Retaining Walls and Pilings: When located within water hazards or within and/or around bunkers, retaining walls and pilings are integral parts of the course. When railroad ties, curbing or the like adjoin cart paths, they are deemed to be part of the obstruction.

11. Staked Trees: If a player’s ball, stance and/or area of intended swing is interfered with by a stake which is attached to a tree, the stake and/or rope is treated as an immovable obstruction.

12. Water Hazard Stakes and Lines:

Water Hazards – Defined by yellow lines and designated by yellow stakes. When both stakes and line are present, the stakes identify the hazard and the lines define the margin.

Lateral Water Hazard – Defined by red lines and designated by red stakes. When both stakes and line are present, the stakes identify the hazard and the lines define the margin.

When a lateral water hazard is defined only on one side, its opposite margin is deemed to extend to infinity.

When water hazards and lateral water hazards are bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line.

13. Permanent Elevated Power Lines and Cables: If a ball strikes such a line or cable, the stroke shall be canceled and the ball MUST be replayed, without penalty in accordance with Rule 20-5.

14. Tree Wrappings, Electrical Wires and Cables: Closely attached to Trees: no relief without penalty. Tree wrappings, electrical wires, cables and lighting rods closely attached to trees are not obstructions. They are an integral part of the course.

15. Temporary Immovable Obstructions: Appendix I also includes any temporary obstruction installed for the competition. The electrical fans and supports near greens #3, #11 & #14 are considered temporary immovable obstructions.

16. Close of Competition: The competition shall be deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the committee.

17. Suspension of Play Due to a Dangerous Situation (lighting, tornado, etc.): When play is suspended for a dangerous situation, if the players in a match or group are between the play of two holes, they shall not resume play until the committee has ordered a resumption of play, If they are in the process of playing a hole, they shall discontinue play immediately and shall not thereafter resume play until the Committee has ordered a resumption of play.

Penalty for Breach of Local Rule: Disqualification. All practice areas shall be close during suspension for a dangerous situation until the Committee has declared them open for use.

Note: A suspension for a dangerous situation shall be signaled by a prolonged siren or horn note. All other types of suspension shall be signaled by several short intermittent siren or horn notes. Resumption of play shall be signaled by two intermittent siren or horn notes.

18. Newly planted trees:  The newly planted trees are considered immovable obstructions.  When takling relief from newly planted trees, the player must take line of sight relief.
